
CEO, EIS Council, Israel
Avi Schnurr is CEO of the Electric Infrastructure Security (EIS) Council. He has reviewed severe “Black Sky” hazards to U.S. utilities for government agencies, including the Department of Defense, the Department of Energy, the National Security Council, and others. Schnurr has been a leader in developing protection strategies for critical national infrastructure, collaborating with senior executives from major power, water, and fuel companies, as well as government and NGO stakeholders.
Internationally, Schnurr has briefed and consulted with senior officials in the U.S., U.K., Israel, Sweden, and other allied countries. Schnurr has provided briefings for NATO, the European Union, and senior executives from international insurance and reinsurance companies. He is also co-editor of the Electric Infrastructure Protection (EPRO®) Handbook Series, which provides recommendations for utilities and governments to prepare for infrastructure disruptions.
Schnurr has been a regular speaker at infrastructure security conferences and defense policy institutes. He has reviewed U.S. defense policies for the Department of Defense, the White House Homeland Security Council, NATO, and other venues. Prior to founding EIS, Schnurr worked for Northrop Grumman’s Space Technology Sector, managing defense programs and space payloads. He holds patents in laser and optical systems and has received the corporate Chairman’s Award for Innovation.
Schnurr holds an M.Sc. in Physics from the University of California, Los Angeles, and a bachelor’s degree from the University of California, San Diego. He and his wife, Sarah, have four children.
