Eliav Noori is a cybersecurity expert leading the development of cybersecurity methodologies, digital defense strategies, and risk management measures at the Israel National Cyber Directorate (INCD).
Previously, he led INCD’s Cyber Defense Center, overseeing the protection of national critical infrastructures and essential organizations across sectors including healthcare, transportation, water management, and domestic security.
With over 15 years of experience in cybersecurity and more than 25 years in information and communication technology (ICT), Noori brings a broad perspective on technologies, methodologies, and best practices for cyber resilience. Furthermore, he has contributed to various national projects aimed at enhancing Israel’s cyber defense capabilities.
Before joining INCD, Noori served as a signaling and communications officer in the Israel Defense Forces (IDF), specializing in secure communication technologies and network operations.
Noori holds a B.Sc. in Electrical Engineering from the Holon Institute of Technology (HIT) and an M.A. in Organizational Development from Colman College—both earned with honors.
