
Former Assistant Deputy Minister for Governmental Information Security and Cyber Security of Quebec, Canada
It was during his military career with the Canadian Armed Forces in the Royal 22e Régiment that Capt. (Ret.) Steve Waterhouse, CD traded in his weapon for a keyboard and became one of Canada's first cyber-soldiers. After training soldiers and officers in the use of combat weapons, Waterhouse went on to implement the first military administrative networks at Land Force Quebec Area Headquarters, Canadian Forces Base Montreal and Royal Military College Saint-Jean, as well as implementing modern cybersecurity practices as the first Information Systems Security Officer (ISSO) in Montreal and Saint-Jean.
Waterhouse continues to share his passion and experience as a lecturer at the Université de Sherbrooke as part of the master's degree program in information security – prevention component. He is invited to contribute his experience and expertise to committees of the Canadian House of Commons and the Quebec National Assembly, and is a cybersecurity columnist in the Canadian media and an expert witness in legal cases.
Waterhouse was also the first CISO in the province of Quebec, serving as Assistant Deputy Minister of Government Security and Cybersecurity for Quebec's Ministère de la Cybersécurité et du Numérique (MCN) until early 2023. He holds numerous professional technology certifications and has been an accomplished instructor with Cisco Systems, CompTIA and CWNP. In his spare time, Waterhouse enjoys scuba diving and is an accomplished PADI Divemaster.
