Netta Squires is a seasoned leader with over 15 years of experience in the public sector, specializing in emergency management, law, and cybersecurity. She focuses on government affairs, cybersecurity, and organizational resilience within the state, local, and education (SLED) markets across the U.S. As the founder and President of Government Affairs, Cybersecurity, and Enterprise Resilience at Open District Solutions, she and her team support clients from identifying security needs to securing leadership buy-in and forging strategic partnerships.
Before relaunching Open District Solutions, Squires was Maryland’s first governor-appointed Director of Local Cybersecurity, leading statewide initiatives to protect critical infrastructure and sensitive data. She also served on the Executive Committee of the Multi-State Information Sharing and Analysis Center (MS-ISAC), driving cybersecurity collaboration across state and local governments. Previously, she spent six years with Montgomery County, Maryland, overseeing cybersecurity and emergency response across the National Capital Region.
Squires is an adjunct professor of cybersecurity and emergency management at the University of Maryland Global Campus and Frederick Community College. She holds a Juris Doctor from George Washington University, a Public Leadership Credential from Harvard Kennedy School, and multiple cybersecurity and emergency management credentials from the University of Maryland system. A Certified Emergency Manager and licensed Maryland attorney, she integrates legal frameworks, emergency preparedness, and cybersecurity to enhance organizational resilience.
