Dr. Tehilla Shwartz Altshuler is a senior Fellow at the Israel Democracy Institute. In 2022, the Tech12 platform acknowledged Dr. Shwartz Altshuler as a pivotal figure in Israeli tech policy. Since 2024, she has served as a visiting professor at Jio Institute in Mumbai, India.
Dr. Shwartz Altshuler earned her Ph.D. in Law from the Hebrew University of Jerusalem and completed her post-doc in Harvard. Her primary interest lies at the intersection of technology and law. She has published several books, articles, and policy studies on media policy, privacy and surveillance, cyber regulation, data governance, social media regulation, and digital propaganda. Her recent book, “Humans, Machines and the State: Towards Regulating A.I. in Israel” (July 2023) pioneers the discussion on A.I. regulation in Hebrew.
In 2024, Dr. Shwartz Altshuler authored a report on the need for cooperation between Israel and India regarding AI regulatory priorities. It was published by the esteemed ORF research institute in India and received two grant, one from the German Volkswagen Stiftung and the other from the Israel Ministry of Justice.
Dr. Shwartz Altshuler is a member of the Supreme Council of Archives of the State of Israel, and a board member of Israel's Open University and other public committees. She frequently shares her insights in local and international media on topics like technology and media policy in various media outlets. Since 2018, Dr. Shwartz Altshuler she has contributed monthly to TheMarker Magazine.
