Head of Sector Development - Digital Economy, Luxinnovation, Luxembourg
David Foy brings over 30 years of working in Luxembourg in the fund, banking, and insurance business as CIO and in international development. During this time he has amassed a deep knowledge of the local economy and the Luxembourg ICT sector as well as technical and operational challenges and opportunities. Mr. Foy started his career in Asset Management in 1989 with a focus on digitalisation of the transfer agency side.
In 1994, he moved to Fidelity Investments where until 1996 he was responsible for mainframes and systems analytics. From 1996 to 2008 Mr. Foy was CIO, responsible for all areas of IT including security, support, development, and BCP (business continuity planning) at Aviva Fund Services S.A as well as HR Manager. Since 2010, Mr. Foy has focused on international business development, first at eBusiness and Resilience Center (EBRC) and then at Post Telecom, where he participated during official trade missions through B2B and presentations and worked closely with government ministries and other agencies – most notably the Chamber of Commerce, Luxinnovation and the Luxembourg Trade and Investment Office.
In July 2017, Mr Foy joined Luxinnovation, a key partner for companies looking to engage in innovative activities in Luxembourg or aiming to expand their business at the international level. In this role, his primary responsibility is to drive business development efforts in the ICT and Digital Economy sector, with a focus on attracting foreign direct investment into Luxembourg. David’s extensive knowledge of ICT solutions, cybersecurity, and data protection is coupled with an acute sense of investors’ needs and expectations.
